Public works presented a preliminary engineering agreement with Burns & McDonnell for a proposed municipal well site in the Arvada development (near 119th Street North and 29th). The scope includes test-well observation, water-quality monitoring, pumping and electrical equipment design, SCADA communications and preliminary site improvements, intended to take design to roughly 25–30% and to identify KDHE concerns and water-rights matters.
Staff explained the work will evaluate disinfection and fluoride recommendations, prepare required waste-stream and source-of-pollution documentation, and support water-rights applications. Estimated engineering and construction costs remain large; the council was asked to approve the preliminary engineering agreement not to exceed $174,000.
Council moved, seconded and approved the Burns & McDonnell agreement for up to $174,000 and authorized the mayor to sign, subject to city-attorney approval. Staff said the preliminary phase reduces regulatory risk by addressing KDHE comments early in design.
