Roeland Park’s governing body voted to approve a consulting agreement with Porchlight Insights to update the city’s strategic plan and prepare a parks master plan.
Staff summarized a competitive process: five responses to an RFQ, interviews with the top three firms, and a recommendation from the interview panel to pursue Porchlight. City staff said the not-to-exceed fee in the agreement is $80,000 and that the scope includes a strategic-plan update, a parks master plan and mission-and-vision-setting work. "We got five responses, interviewed the top three score getters, and the consensus of the interview panel was to pursue Porchlight," staff told the council.
Council had no substantive questions and approved the agreement by voice vote (motion carries). Mayor Michael Popa thanked the consultant and staff and asked the consultant to sign the agreement and coordinate next steps with city staff.
Staff noted that the original budget was set anticipating only a strategic-plan update at $60,000; the selected scope includes additional parks planning work, which raises the not-to-exceed fee to $80,000. Council approved the contract and directed staff to begin onboarding and schedule related meetings with the ad hoc strategic planning members.
