Bowdle council sets Quonset lease rate, approves mosquito contract, updates utility billing and clarifies BEDC status

The council set the rate for the large Quonset building owned by Bruce and Del Huber at $150 (motion by Russ Maier, second by Darryn Barnhardt), with the motion carrying unanimously.
The council approved a 2025 mosquito control contract with Edmunds County (motion by Margaret Bobby, second by Darryn Barnhardt); all voted yes.
Finance Officer Carrie Poirier clarified the city's utility access fee policy: property owners with access to water and/or sewer infrastructure are charged access and infrastructure fees even if not currently hooked up, to distribute maintenance costs across properties with access. Poirier also told the council the city purchased new MuniBilling software to replace an unsupported module; bills will be mailed the week of Feb. 10 with payment instructions.
City Attorney Vaughn Beck clarified that the Bowdle Economic Development Corporation (BEDC) is no longer funded by the city and therefore is not required to file meeting minutes with the city; BEDC is governed by its bylaws and the South Dakota Nonprofit Corporation Act (SDCL Chapter 47-22). The council recorded that clarification for the record.
The minutes include routine financial receipts and claims and an announcement about the District 6 meeting in Redfield, SD on March 18, 2025, and the next regular council meeting scheduled for March 3, 2025.
