Wythe County Board approves roughly $32.7 million in FY27 carryovers for capital and utility projects

Wythe County supervisors on July 14 authorized carryover appropriations of $32,711,899 from FY2026 into FY2027 to finish projects that were not completed in the prior fiscal year.
County Administrator Stephen D. Bear presented revised carryover requests and the final totals: General Fund $9,004,352; Water Fund $19,176,431; Wastewater Fund $2,583,982; School Fund $1,947,134. Specific line items highlighted by staff included connector road revenue-sharing (county share $2,242,776), capital budgets, water and wastewater projects, reassessment, voting equipment, and courtroom improvements.
Bear explained carryovers represent projects that were either not expended in the prior year or that require funds to be carried forward into the next fiscal year. Supervisor Stacy A. Terry moved to approve the carryovers and to amend and appropriate the FY27 budget accordingly; Supervisor Bradley D. Martin seconded. The roll call was unanimous (AYES: Bradley D. Martin; Jesse R. Burnett; Sarah P. Crockett; J.W. "Dicky" Morgan; James D. "Jamie" Smith; Stacy A. Terry. ABSENT: Rolland R. Cook).
The Board authorized staff to make the budget amendments and appropriations necessary to carry project funds into FY27. The county clerk and finance staff will reflect the approved carryovers in the FY27 budget documents and track the projects for reporting and audit.
