County approves $7,500 contract to update emergency dispatch SOPs

Ripley County commissioners voted to approve a contract for up to $7,500 to revise the county's emergency dispatch standard operating procedures (SOPs).
Kyla (speaker identified in the meeting) explained the county's existing SOPs were assembled by previous directors without broad consultation and contain gaps that expose the county to liability. She recommended hiring Barry Ritter, whom she described as an experienced emergency-number professional who has previously prepared SOPs for other counties. Kyla said the contractor's base fee would not exceed $7,500, and she estimated a 3- to 6-month turnaround with her oversight and collaboration with law enforcement, fire and EMS.
Commissioners asked whether $7,500 would be sufficient; Kyla said it would. Chair noted the expense will come from the county safety fund. After Q&A, Andrew moved to approve the contract, Peg seconded, and the board approved the motion by a six-member show of hands.
The contract is intended to align county procedures with National Emergency Number Association standards and to reduce future outsourcing of ordinance or procedural drafting by producing a stronger internal SOP set.
