Jennifer Jones Lacey said the developer for The Rocks (EPC) has building permits for the parking garage and vertical construction but must remit fees. The developer reported ongoing coordination with Johnson County wastewater and consultants; staff said remobilization is anticipated in Q2 2025 and that the developer still projects substantial completion in Q2 2027, consistent with the development agreement.
Staff also reported the developer is negotiating a public art contribution tied to a universal design incentive and that the contribution negotiated will be below a full 1% of development cost (staff cited a full‑1% illustrative figure near $800,000 but said the negotiated amount will be lower).
City capital updates included an awarded contract for Rogue Parkway (start date pending coordination with The Rocks), community center second‑phase interior work with a planned gym reopening and daycare move in May, and Knoll Avenue improvements with water utility work expected to finish in the fall. Knoll Park mountain bike trail construction is complete and the parks committee plans a ribbon cutting on June 14; staff said a large public art/play structure (the "Mighty Bike") is expected to be installed late May–early June with recycled‑tire fall protection funded by a grant.
Outcome and next steps: Staff will continue coordination with EPC and county agencies, track remobilization timing, and return with any formal proposals (including public art plans) that require planning commission review or council action.
