County staff to seek reconveyance payment on old CDBG home-repair lien

At Monday's Cowlitz County pre-meeting, a staff member said the board will see a reconveyance on the agenda related to older Community Development Block Grant home-repair loans.
"These are from the old CDBG grants," the staff member said, explaining that when a homeowner who received the grant sells the house, the remaining balance on a $25,000 lien becomes due and is paid off through a reconveyance process. The staff member said the specific case involves a homeowner who has died and whose family is selling the property and requesting payoff of the remainder.
Staff estimated the county handled roughly "in the twenties" of these reconveyances historically and said they have completed about six or seven reconveyances to date. The staff member said the final cases in the program are expected to finish by 2028 and that, after that point, the county does not anticipate additional reconveyances tied to this older program.
The reconveyance will appear on the board's agenda at the public meeting scheduled for the following day; staff did not report any recommended policy changes to the program, only routine payoff processing for the specific property in question.
