Cowlitz County staff told commissioners on Monday that the 2026 countywide pavement overlay project reconciliation shows a $20,480.95 overrun attributed to sections of road with deeper ruts that required additional material to achieve an even surface.
"We had an overrun in the total of $20,480.95," said the county engineer, explaining that rutted areas required more than the anticipated two inches of grind-and-fill.
The engineer also briefed the board on the Dike Road project. After receiving 11 bids, staff recommended executing the construction contract with North Cascades Excavating; the low bid was well below the engineer's estimate, staff said.
No formal motion was recorded at Monday's meeting; staff indicated the change order and contract-execution items are on tomorrow's agenda for action. Commissioners asked clarifying questions about the overrun and the project timeline.
The board did not take an immediate vote during the agenda-review meeting.
