Britton-Hecla board adopts 2024–25 budget, sets mill levies and approves contracts, claims

Britton — The Britton-Hecla School District 45-4 Board of Education on Aug. 12 adopted its 2024–25 annual budget, certified tax levy requests, approved a supplemental FY2023–24 capital outlay appropriation and approved a package of contracts and claims.
On a motion by Board Member Landreth, seconded by Board Member Grupe, the board adopted the 2024–25 budget and certified real-estate levy requests under SDCL 13-11-2. The minutes record maximum levy levels per $1,000 valuation: 1.197 mills for agricultural valuation; 2.679 mills for non-ag owner-occupied valuation; and 5.544 mills for non-ag other/utilities valuation. The resolution also set Capital Outlay at $1,500,000 and Special Education at $750,000.
Separately, the board approved a supplemental FY2023–24 budget resolution appropriating $6,000 from undesignated fund balance to Capital Outlay building improvements.
Financial items approved included July fund reports showing a General Fund beginning balance of $1,207,245.66 and an ending balance of $1,159,391.49 after July activity. The minutes list the board’s approved claims: General Fund total $196,935.02, Capital Outlay total $49,046.59, Special Education total $6,833.41, Food Service total $28,893.05, and a grand total of board bills for August of $281,819.32.
The board accepted sealed bids for diesel/gas and fuel oil from Full Circle Ag (recorded as a -.14 profit margin), accepted meal bids for Sunset and Westwood Colonies ($1.50 breakfast, $2.30 lunch), and approved a three-year E-Rate contract with Education Plus LLC. Motions on these items passed unanimously.
Personnel and contract approvals included teaching contracts offered to Carly Peters ($45,100) and Lisa Dawson ($48,700); and work agreements for Vonnie Zuehlke ($15.00/hr.) and Shelby Clark ($15.37/hr.). The board also approved setting substitute bus driver route pay equal to the regular route driver.
The meeting closed with reports from Principals James and Richter on classroom readiness and schedules, and a superintendent update on in-service plans, email settings, and scheduling changes. No executive session was called. The board adjourned at 8:47 p.m.; the next regular meeting is scheduled for Sept. 11 at 6:00 p.m.
