The council president said he would support the motion; council member Buie sought clarity about funding sources and whether the local portable housing aid (LAHA) was the source. Johnson replied that the full $1,080,000 in the agreement is local portable housing aid funding and that the application process for shelter providers is already open.
The resolution authorizing proper city officials to enter the joint powers agreement passed by voice vote, with seven members in favor and none opposed.
Council members signaled this is a time‑sensitive, operational step to place funds alongside county contracting and administrative action; additional implementation steps and contract details were expected to follow.
