Preston approves $202,577 change order and SCADA amendment for wastewater upgrades

The Preston City Council on Nov. 25 approved Change Order #1 for RSCI totaling $202,577 to address multiple additional tasks at the city’s wastewater treatment plant. Keller Associates’ Colter Hollingshead said the change order covers rerouting a 2-inch waterline near the headworks building, installing a pumping system to supply a nearby farmer with irrigation water for 2023–24, repairing an unknown drain line near the headworks building, removing the filter building basement and performing soil modifications due to sloughing slopes, interior-coating two additional manholes, settling pre-purchase ultrafiltration costs with Veolia, and planned control-panel purchases.
Council also approved Amendment #3 to the Owner-Engineer Agreement with Keller Associates to cover additional engineering work not in the original scope, including the purchase of SCADA computer equipment for the wastewater treatment plant. Both items were presented by Colter Hollingshead of Keller Associates and approved unanimously; council authorized Mayor Dan Keller to sign the change order and the amendment.
Council members emphasized the work addresses site stability and system reliability and includes payment actions tied to previously incurred ultrafiltration costs. The motions were moved and seconded and passed by unanimous vote.
