The Dover Planning Board on July 13 endorsed an approval‑not‑required plan filed by Hale Reservation to reconfigure four parcels at 0 Poissett Street into two larger parcels and to exclude a narrow former‑landfill parcel currently leased for solar panels from an adjacent conservation restriction (CR).
Melissa Santucci Rosie summarized the plan and explained staff had worked quickly with Hale to avoid delaying the conservation restriction process. Hale representative Aaron said the parcel being excluded is the old landfill area that hosts solar panels under an existing lease; excluding that leased area makes the CR cleaner and preserves the organization’s main conservation goals for the remainder of the roughly 1,100 acres being placed under permanent restriction across Dover and Westwood.
A board member asked whether waiving the 'perfect square' depiction on the ANR plan affects future buildability. Melissa clarified an ANR endorsement addresses frontage under state subdivision law and does not itself determine buildability; she noted the board retains options such as requesting a lot be designated nonbuildable if desired. The motion to endorse the ANR for Hale Reservation was moved, seconded and approved by roll call; staff said final announcements and recording will follow within weeks.
What happens next: staff will finalize recording and coordinate a forthcoming public announcement; any future development on parcels would be subject to separate approvals and the conservation restriction terms.
