Planning board approves Bain family’s accessory barn at 40 Poissett Street; applicant plans to transplant cedar tree

The Dover Planning Board unanimously approved a partial site‑plan review on July 13 for an accessory barn addition at 40 Poissett Street filed by Sam and Janet Bain. Town Planner Melissa Santucci Rosie told the board the application proposes a single‑story 47‑by‑72‑foot addition with a small connector for personal storage and that the two lots on the property were consolidated by a land‑court deregistration and recorded consolidation plan (July 9) to resolve setback issues.

Melissa said the combined lot meets setbacks and that the use is unlikely to increase daily traffic beyond short‑term construction impacts. She also asked whether four trees shown near the proposed construction would be removed. Applicant Sam Bain said the plan is to attempt to move the largest cedar approximately 50 feet into the neighboring lot and replant it rather than remove it: "We're going to try to move the tree. It's a cedar tree ... we're gonna do everything we can to move it out further." Melissa indicated staff had no outstanding concerns about natural resources or groundwater impacts from the proposed storage use.

Neighbor George Cimento said he and his spouse had no objection to the project and praised the Bains as "great neighbors." With supporting materials on file (deeds, plot plan, barn elevations, deregistration record), the board moved to approve the application with the conditions listed in the staff report dated July 8, 2026; the motion carried on a roll‑call vote.

What happens next: staff will document conditions from the July 8 staff report; any tree removal or successful transplantation will be reflected in final construction/landscape permits.
