The Dover Planning Board on July 13 endorsed an approval‑not‑required (ANR) plan to divide 55 Willow Street into two lots. Town Planner Melissa Santucci Rosie told the board the parcel is just over five acres with split zoning — R‑1 in front and R‑2 in back — and that the proposed lots meet frontage requirements.
Melissa said the proposed R‑1 lot contains the 100‑by‑100 'perfect square' required for the district and that the other lot will support the existing dwelling and accessory structures; she noted frontage of about 217 feet on one resulting lot and roughly three acres and just under 500 feet of frontage on the other. Staff recommended endorsement after confirming the required plans and deeds were filed and noting the ANR review focuses on frontage under state subdivision law.
Board member Tom asked whether the R‑1 square must fit between setbacks; Melissa replied that the square can be oriented 'any which way' and that staff’s calculations showed the R‑1 portion exceeded the one‑acre minimum. Engineer Brian Nelson, representing the applicants, said the unusual rear 'dog leg' on the improved lot was added "basically just to get the lot size up to 2 acres." A nearby abutter, Larry Gordon, asked about owners’ plans; Benjamin Taylor, the property owner, said he did not have building plans and that ANR review does not require future building details.
A motion to endorse the ANR plan — finding both resulting parcels have adequate frontage on an approved public or private way under MGL Chapter 41, Section 81L — passed on a roll‑call vote.
What happens next: staff will record the endorsed plan and the applicants will provide the final mylar for endorsement; any future building proposals would require separate review and any question of 'buildability' would be determined at that later stage.
