Rigby council tables proposed connection-fee increases and repeals prior fee resolution

Public Works Director Mitch Bradley and Jaden Jackson of Keller Associates presented a water and sewer connection-fee study to the Rigby City Council on April 16 that identified maximum recoverable in-city connection fees of $7,078.63 for water and $10,804.16 for sewer. Bradley recommended setting each fee at $6,000, but council members raised questions about the methodology and asked for a revised resolution with his recommended totals.
Councilman Timothy Howe moved to table Resolution No. 233-2026 to allow staff to revise the resolution and prepare related budget materials; the motion carried unanimously. Separately, council reviewed fees adopted at a previous meeting (Resolution No. 232-2026) and determined those amounts represented new fees and increases greater than five percent and therefore could not lawfully be enacted by resolution. Councilman Howe moved and Councilwoman Melanie Allen seconded a motion to repeal Resolution No. 232-2026; the motion carried unanimously.
Council directed staff to return with a revised fee resolution consistent with applicable procedural rules and with clearer methodology and funding implications. The council took no action to adopt any new connection fees at the April 16 meeting.
