Consultant Rick Miller told the council the contract covers work with CDBG, the Idaho Department of Environmental Quality, USDA Rural Development, and CPF. He outlined anticipated timelines: CDBG public facility grants are currently funded up to $650,000; DEQ priority lists are typically finalized at the end of the year; USDA applications may be submitted at any time; and CPF applications are generally due in March. The consultant said the contract will guide the city through preparing and submitting those applications.
Councilman Timothy Howe moved to approve the professional services contract; Councilwoman Melanie Allen seconded. The motion carried in a roll-call vote recorded as unanimous. Staff will proceed with application preparation under the consultant's guidance.
