Priest River council approves multi-item consent agenda, tables pavement striping request

The Priest River City Council approved a multi-item consent agenda and a series of routine actions at its Oct. 7 meeting while tabling a resident’s request for pavement striping at a state highway intersection.
Mayor Jeff Connolly called the meeting to order at 6:00 p.m. and the council moved quickly through a consent agenda that included prior minutes, payables and several resolutions and agreements (Resolutions 24-067 through 24-074). Council Member Mullaley moved to approve the consent agenda and Council Member Turner seconded; the motion passed unanimously.
During the business portion of the meeting, Ted Moss presented Control #2024-10-01, a request to add pavement striping on Fourth Street at the Highway 2 intersection. After discussion, Council Member Mullaley moved to table the request for further consideration; Council Member Brower seconded and the motion passed unanimously.
The council approved an engagement letter with Magnuson, McHugh, Dougherty CPAs to conduct the fiscal year 2024 audit. Council Member Mullaley moved to approve the engagement and Council Member Turner seconded; the motion passed unanimously.
Council Member Turner moved — and Council Member Mullaley seconded — approval of a billing exception for eight commercial utility accounts for fiscal year 2025, allowing those accounts to be charged at 1 ER rather than by fixture-unit counts; the motion passed unanimously.
Council also approved Resolution 24-075, authorizing a transfer of funds with the State Investment Pool. The motion to approve Resolution 24-075 was made by Council Member Mullaley, seconded by Council Member Brower, and passed unanimously.
The meeting record lists updates from city staff — including PRURA Chairman Martin’s written update on Two Rivers Park, Police Chief McLain’s law enforcement update, a public works update from Director of Utility Operations Sifford, and a building and zoning update from Planning & Zoning Administrator Quayle — but no substantive public comment was recorded.
The council entered executive session later in the agenda to discuss property acquisition and reconvened to take direction on legal next steps (see separate item). The meeting adjourned at 7:08 p.m.
