Preston council approves liquor ordinance, salary schedule and bond refunds; tables food-pantry lease addendum

At its Oct. 28 meeting, the Preston City Council approved multiple routine and contested items: an ordinance updating retail alcohol licensing, an employee salary schedule amendment, bond refunds for a private developer, and a request to waive the city’s portion of a Franklin County building-permit fee. The council also tabled a lease addendum for the Preston Community Food Pantry to Nov. 25 to revise contract language.
Bond refunds: Council considered a $3,000 Swale Bond refund and an $89,100 Improvement Bond refund for Paul Jensen at 517 East 1st South. Public Works Director John Balls and City Engineer Tyrell Simpson confirmed the work met city standards. The motion to approve the refunds (moved by Councilmember Todd Thomas; seconded by Councilmember Terry Larson) passed 4–1; Councilmember Brent Dodge cast the lone no vote.
Ordinance and salary resolution: Attorney Lyle Fuller presented Ordinance 2024-9 to amend city code to allow liquor-by-the-drink licensing and let the city set fees by resolution. Council dispensed with multiple readings and approved the ordinance unanimously. The council also approved Resolution 170, an amended employee salary schedule effective Oct. 1, 2024, after a promotion was recorded; the vote was unanimous.
Permit fees and lease addendum: Council agreed to waive the city’s 50% share of a $576 building permit fee for Franklin County’s remodel at 51 West Oneida (motion passed unanimously). The Preston Community Food Pantry’s lease addendum (allowing building alterations for a walk-in freezer and restroom) was discussed but tabled to Nov. 25 to change language and address bonding and lien concerns.
