County staff report: union talks settled, IT breach counsel retained; commissioners briefed on septic feasibility and communications-tower repairs

Director of County Operations Ted Fitzgerald gave a multi-item update at the July 21 meeting.
Fitzgerald said recent union negotiations have concluded and the parties are moving through the process of putting new agreements in place; he thanked the county's labor attorney for assistance. He reported the county has engaged outside counsel (referred to in the meeting as Donna Maddox) to assist with the investigation of a May IT breach; he and the IT director are scheduled to meet with counsel to provide facts so the investigation can be brought to a close.
On planning matters, Fitzgerald said a septic feasibility study for a proposed North County housing project adjacent to Pacific High School has been completed by the county's environmental scientist, Jack Aiken, and staff will set a meeting with school officials to brief them on potential impacts and possible improvements to the school's septic system. He said current assessment suggests major upgrades may not be required but staff will report back after the meeting.
Fitzgerald also said his office is working with Day Wireless to stabilize communications towers around Agnes; one large box of parts arrived and another shipment is expected to complete repairs. He noted that the aquatic safety team recently received a new truck; the team is led locally by Luke Martinez and operates on self-generated funding and grants, including a Curry Health Foundation grant recognized in the consent agenda.
Separately, a commissioner discussed a recent news article about the sheriff and described ongoing investigations into alleged fraud and corruption; the chair said a county press release identifying particulars would be issued by the end of the week. The special-circumstance bond requirement item was discussed but not acted on; Fitzgerald said he is researching insurance and code implications and will return with more information.
No formal votes were taken on the operational updates aside from routine consent items.
