Rigby council approves Altura Consulting contract to pursue water-meter funding

The Rigby City Council on March 19 approved a professional services contract with Altura Consulting to pursue funding for water meter and utility-system projects. Councilwoman Melanie Allen moved to approve the contract; Councilman Alex Espinosa seconded and a roll-call vote recorded Councilmembers Reed Stone, Kevin Bradshaw, Melanie Allen and Alex Espinosa voting yes.
Consultant Rick Miller told the council his firm had prepared a development contract to apply to multiple funding sources, including USDA Rural Development, the Idaho Department of Environmental Quality (DEQ), Community Development Block Grants (CDBG) and CPF. Miller said previous CDBG applications had been denied "because the City did not yet have water and sewer metering systems," and that USDA funding is available year-round although recent changes have reduced the grant portion while DEQ has increased water and sewer funding.
Council members reviewed the professional services packet and noted only one of the two anticipated contract documents had been included in the meeting materials. A council member asked why an "acquisition and relocation" line item showed a cost of zero; Miller confirmed the line was zero because the City already owns the property and no acquisition is required.
The contract approval authorizes the consultant to coordinate applications and pursue the funding pathways discussed; the minutes record the motion and roll-call approval but provide no further implementation timeline or additional staff directions in the meeting record.
