Preston council approves consent items, ratifies police comp-time lift and cancels Nov. 11 meeting
Summary

At its Oct. 14 meeting, the Preston City Council approved the consent calendar, recorded several business-license approvals and accepted four bond/refund payments.
The consent calendar — including the Sept. 23 minutes, bills through Oct. 14, the treasurer’s Sept. 30 report, and refunds to four parties (Becky Snyder, Dixon Beckstead/AMR5, 314 West LLC, and Jaden & Lilli Panter) — was approved by motion of Councilmember Terry Larson, seconded by Councilmember Todd Thomas and received unanimous approval.
Mayor Keller reported he had lifted the police department’s compensatory-time cap because the department is shorthanded and engaged in training; the council moved to ratify that decision and extend the lift through Nov. 29, 2024, and the motion passed unanimously.
On scheduling, Councilmember Todd Thomas moved to reschedule the Nov. 11 meeting to Nov. 12; that motion failed for lack of a second. Councilmember Terry Larson then moved, seconded by Brent Dodge, to cancel the Nov. 11 meeting in observance of Veterans Day; the motion passed by majority with Councilmember Todd Thomas dissenting.
Councilmember Todd Thomas also provided a status update on Craner Field lighting: electricians are determining what is required to restore lighting after electrical lines were removed during parking-lot work and the soccer program has shifted game times earlier while lights are out.
