Roberts hears infrastructure updates; council approves Altura water-administration contract, tables sidewalk contractor bid

The Roberts City Council on Feb. 11 approved an administrative contract with Altura for the Water Facilities Improvement Project and received a series of public-works updates while tabling a contractor bid for the Child Pedestrian Sidewalk Project Phase II.
Benjamin Poston moved and the council approved an administrative contract for Altura for the Water Facilities Improvement Project; the contract total as presented in the packet is $67,000. Rick Miller said Altura was selected previously as administrator but the contract had been on hold pending grant awards; Altura indicated it may pursue a block grant in the fall and would amend the contract if additional funding is obtained.
Keller Associates' Jaden Jackson reported that bids opened for the Child Pedestrian Sidewalk Project Phase II came in roughly $100,000 higher than expected, attributing the increase to Davis-Bacon wage requirements and Build America Buy America (BABA) rules. The Local Highway Technical Assistance Council (LHTAC) was contacted and advised the city to hold action while it explores possible additional funds; the council TABLED contractor approval.
On water projects, Jackson said the Department of Environmental Quality (DEQ) will publish the environmental document next week for a 28-day public review period and a pilot study on emerging contaminants will begin. The wastewater project team has started work at the lift station and near city hall; crews hit groundwater at about nine feet requiring dewatering, the first manhole is in and the new lift station is scheduled for delivery tomorrow.
At Mustang Park, bathrooms were repaired after a third-party plumber found defective parts; Mountain West Precast issued a change order to offset the plumbing expense. To conserve energy only one bathroom is open; sod and a basketball court are expected to be finished in spring.
The council also approved the bills and heard a maintenance report describing routine seasonal work.
