Priest River council denies request to keep pigs, approves project payments and tables property exchanges

The Priest River City Council on Oct. 21 unanimously denied a resident's request to exempt a sub‑acre R‑1 lot from the city's zoning code to allow pigs, approved final contractor payments tied to water‑system work and a USDA Rural Development grant draw, and postponed decisions on several property‑related agenda items for additional review.
Ashley Stickelmeyer attended the meeting to request a code exemption to allow pigs on R‑1 zoned property smaller than one acre. After extended discussion Council Member Brower moved to deny the exemption; Council Member Turner seconded and the motion passed unanimously. The council did not adopt any code change and left the existing R‑1 restrictions in place.
The council approved Pay Request #3 (final) from Amped Pump & Control, LLC for the Upper Booster Station Rehabilitation Project, authorizing payment not to exceed $1,225.35. Shortly thereafter the council approved draw #18 from a USDA Rural Development grant to pay Welch Comer invoices #14778280-010 ($255.00) and #14778280-011 ($365.00) and to cover Amped Pump & Control's Pay Request #3 (final) for $1,225.35. Both motions were moved and seconded and passed by unanimous vote.
Council also addressed several items without taking final action. A request from Moss for pavement striping at the Fourth Street and Highway 2 intersection was tabled for additional review. The Village at River View Ridge's request for a security bond release was withdrawn by the applicant; Planning & Zoning Administrator Quayle said a second addendum to the security agreement will be prepared and the council tabled the matter until the next meeting. The council likewise tabled a declaration of value and intent to exchange city‑owned land on Wisconsin Street (the former community garden site) pending additional information.
Mayor Jeff Connolly announced a vacancy on the Priest River Urban Renewal Agency and asked interested residents to submit letters of interest to City Clerk/Treasurer Laurel Thomas. During the public comment period Anne Wilder‑Chamberlain of 349 Primrose Lane voiced support for the city's intent to exchange the Wisconsin Street property.
All recorded motions during the meeting passed unanimously. The council adjourned at 6:41 p.m.
