Quail Run homeowners approve assessment increase; Portofino measure fails

The clerk certified that the proposed assessment increase for the Quail Run Estates district was approved; staff said the certified assessment will be submitted to the county for placement on the property-tax roll (the submission deadline was stated as Aug. 10, with collections appearing at the end of the year). Council directed staff to implement contracted maintenance services and prioritize safety and basic services while reserve balance timing is determined.
Portofino: ballots for the Portofino district returned 4 approvals and 14 disapprovals; the clerk certified that the proposed assessment increase did not pass.
Public Works staff reminded council that several districts lack CPI escalators and that some LEDs are budget-deficient; staff said they will maintain minimal reserves (historically about six months of expenditures) and prioritize districts for service restoration based on available funding and seasonal constraints.
Next steps: staff will submit Quail Run's approved assessment to the county for tax-roll placement, begin planning the restoration of routine maintenance (timing tied to receipt of funds), and continue public outreach for other LED proposals.
