The Organ Procurement and Transplantation Network board voted to extend the terms of two senior officers by one year, saying the move would preserve continuity during an ongoing modernization effort.
Justin presented the proposal and described it as a request from the officers to extend the president's and vice president's terms to expire on June 30, 2027. He said OPTN bylaws allow one-year extensions in exceptional circumstances and argued that maintaining continuity with current leaders would help finish bylaw and policy work paused during recent funding and integration setbacks.
Justin cited recent remarks by Health Resources and Services Administration (HRSA) Administrator Thomas Ingalls that modernization is just beginning and said continuity would help the board manage contractor transitions and committee integration. He said the officers were asking for separate votes on each proposed extension.
Board members questioned process and precedent. Jerry asked whether the matter had passed through the executive committee before reaching the board and whether creating an "officers" group outside the bylaws risked changing governance practice; officers said the topic had been discussed with the executive committee as an FYI and the full board was being asked to consider it now.
The board first voted on a resolution to extend the president's term; Christine Allen reported a vote of 25 in favor, 0 opposed and 1 abstention, and the resolution passed. The board then voted on a resolution to extend Dr. Shelley Hall's term; the chair reported a tally of 25 in favor, 1 opposed and 1 abstention, and the motion passed.
Members said the extensions were intended to provide leadership stability while the OPTN completes modernization-related tasks. Both motions passed and the meeting proceeded into closed session.
The board is scheduled to meet again on June 16 to continue its agenda.
