Pratt commission approves park closure, alley repair, equipment purchases and code updates

The City of Pratt Commission on Nov. 3 moved through a packed agenda and approved a series of routine permits, purchases and code updates.
Event and permits: The commission approved closing Lehi Park on April 18 for the Seaspot Run — a multi‑distance fundraiser for the Humane Society — after organizer Tiffany Riley confirmed sanitation and gate control plans. Commissioners also approved two separate resolutions authorizing alcohol sales at municipal‑building events: resolution 110325‑A for a New Year's Eve dueling‑piano show on Dec. 31, and resolution 110325‑B for a Key of G (Garth Brooks tribute) concert on Jan. 24, 2026.
Public works and equipment: Public Works reported a used 5.5‑yard Salt Dogs spreader is available and within budget; the commission approved purchase at $15,531.75 to replace an aging 1999 unit. The commission also approved funding of $32,500 for replacement of a failing alley on the 500 block west side of Main Street after staff reviewed two bids and noted a $5,000 contribution from a local business.
Contracts and codes: City manager Regina Gough and city attorney Cody Smith presented AIA addendum No. 1 to include federal grant compliance language (Buy America and debarment/suspension clauses) for the Pointe visitor and recreation facility contract with Smiley Concrete; the contractor had no objection and the commission approved the addendum. Building inspector Robert Walker presented adoption of the 2024 International Building Code series and the 2023 National Electrical Code; commissioners individually moved and approved ordinances adopting the updated codes.
Other items: The commission approved the Midstate Hydro agreement for Well 17 — staff noted the project may qualify for a forgivable loan that would reimburse city expenses — and advanced several administrative matters including dissolving an inactive building board via Ordinance 25‑18. Public comment included a resident asking about repairs and a municipal court–related enforcement matter; staff noted the matter is pending in court and could not be discussed in detail during public comment.
Most motions passed by voice vote; staff were directed to follow up on publication and procurement steps where required.
