Pratt approves purchase of used Dodge Challenger for DARE program despite discussion over optics

Pratt commissioners voted Nov. 3 to purchase a used 2020 Dodge Challenger from the Kansas Highway Patrol for $31,500, plus $1,500 for local door wraps and DARE/SRO graphics, a request the police chief said fits within the statutory uses of the special alcohol fund.
Chief Holder presented fleet options identified by the Kansas Highway Patrol, describing a 2020 Dodge Challenger (59,000 miles) at $31,000 and several newer Chargers and Durangos. He said the Challenger would be painted and wrapped with DARE and school resource‑officer logos and that Taylor Printing could perform the decals locally. "It is a cool looking, you know, DARE‑type SRO car that's unique to our fleet," he said, while acknowledging the vehicle could be used for patrol as well.
Commissioners asked about cost, comparative mileage and public perception. One commissioner asked whether the Challenger's Hemi engine and V‑8 performance would raise concerns; the chief replied that the officer prefers the V‑8 for safety while on patrol. The chief also said he reviewed "Kansas statute, 7 9 41 a 0 4" and concluded the DARE program qualifies as an allowable use of the alcohol‑fund proceeds for prevention and education.
After discussion, the commission motioned, seconded and approved the purchase and wrap allowance. The vote carried; the chief said staff will proceed with purchase, local wrapping and preparation for DARE and school resource activities.
