Priest River council denies duplex reduced water rate, approves subdivisions and raw-water contract changes

At a Sept. 3 special meeting the Priest River City Council denied a request for a reduced water rate for a duplex, approved construction plans for two subdivisions (one contingent on IDEQ), approved contract adjustments and a $221,525.75 pay request for the raw water intake project, and opened public comment on a draft transportation plan.
Mayor Jeff Connolly called the Priest River City Council to order at 5:38 p.m. Sept. 3 in the city council chambers. The meeting covered consent items, several development plan approvals, contract adjustments for the Raw Water Intake Extension Project and a denied request for continued reduced utility billing for a duplex.
Roger Gregory attended the meeting to request that the duplex at 31 Rue d’ Annie and the single-family house at 10 Grimaldi Street continue to be billed at 0.75 ER each. After what the minutes describe as a lengthy discussion, Council Member Brower moved to deny Gregory’s request. Council Member Turner seconded the motion, which passed 3–1. Council Members Turner, Brower and Wagner voted in favor; Council Member Mullaley voted against.
The council approved water, sewer and road construction plans for the Highlands conditional use permit, planned unit development and subdivision as presented. Brant Morris represented the applicant during that agenda item; the motion carried unanimously.
For the River Park conditional use permit, planned unit development and subdivision, the council approved the water and sewer construction plans contingent on Idaho Department of Environmental Quality (IDEQ) approval and approved the road construction plans as presented. Brant Morris represented the applicant; the council’s approval was unanimous.
Melissa Cleveland of Welch Comer presented the Transportation Plan Update draft. Council Member Turner moved to open a public comment period on the draft; the motion passed unanimously.
The council considered three items related to the Raw Water Intake Extension Project with C.E. Kramer Crane & Contracting, Inc. The body approved Change Order #1, recording a deduction of $9,800.00 to the contract price with no change in contract days. It then approved Pay Request #1 to C.E. Kramer in the amount of $221,525.75. The council later approved Change Order #2, a further deduction of $16,155.00, again with no change in contract days. All three motions are recorded as passing unanimously.
Council also approved Resolution 24-060, authorizing a transfer related to the State Investment Pool. That motion passed unanimously.
Council Member Mullaley departed the meeting at 7:00 p.m.; the workshop on Two Rivers Park began at 7:08 p.m. The public comment period later in the agenda recorded no comments. Council Member Turner moved to adjourn at 7:31 p.m.; Council Member Brower seconded and the motion passed unanimously.
