Hesston council confirms mayoral appointments, approves agreements, grants and routine contracts

The Hesston City Council used its Dec. 9 meeting to confirm mayoral board and committee appointments, approve several interlocal and service agreements, accept a trail easement, and approve contracts and community grants. All recorded motions passed by recorded tally 5-0.
Mayor David Kauffman announced appointments including Don Schroeder to the Planning Commission and Johann Reimer and Kimberly Lehman to the Library Board; Brad Unruh moved to confirm the appointments and Clare Moore seconded. Council also approved the Large Volume Transportation Service (LVTS) Agreement and a negotiated services agreement with Black Hills Energy; Clare Moore moved and Larry Fuqua seconded the LVTS approvals.
Beth Shelton of Harvey County Economic Development discussed an interlocal agreement; Larry Fuqua moved to approve the Harvey County EDC Interlocal Agreement and Michael Wallace seconded. Council also approved a 2024 Audit Services Contract with Lindburg Vogel Pierce Faris Chartered for $19,525 and accepted a Multi-Use Trail and Utility Easement and Right-of-Way Dedication from Stephen Owens for the East–West Trail Project.
On personnel and grants the council approved a new Maintenance/Janitorial job description and authorized staff to fill the position, and approved 2025 Community Development Grants: Hesston Resource Center ($12,000) and Hesston Area Senior Center ($8,000). The council also set 2025 fireworks discharge dates and a $500 fireworks sales permit fee and adopted the 2025 holiday schedule.
All actions recorded in the minutes show unanimous passage; the minutes do not list opposing statements, funding-source breakdowns for each contract, nor implementation deadlines for most items.
