Hays finance director proposes policy updates including cap on stabilization reserve and audit change

Kim Rupp, Director of Finance for the City of Hays, told commissioners during the Jan. 15 work session that the city’s Comprehensive Financial Management Policy needs updates. Rupp outlined proposed changes: clarifying terminology, setting a cap on the Budget Stabilization Reserve (BSR), removing obsolete sections, adding language to facilitate a switch to a KMAAG audit, and minor formatting and editorial edits.
Rupp said the updated policy will be presented for formal approval at the Jan. 22, 2026 Commission meeting. No vote was taken during the work session. Commissioners thanked staff for the briefing and discussion focused on the scope of the proposed changes; specific numeric limits for the BSR cap were not provided in the work session minutes.
The finance revisions, if adopted, would set administrative rules for reserve levels and audit procedures; staff indicated the edits were intended to modernize language and reflect the planned audit approach.
