Preston council approves consent items, ratifies airport program and proclaims October for residents9 rights

The Preston City Council approved routine business and announcements at its Sept. 23 meeting.
Council approved the Sept. 9, 2024 minutes (motion by Councilmember Brent Dodge), and later approved bills through Sept. 23, 2024, released an irrevocable letter of credit for Justin Facer/Haven Apartments, refunded the second half of a Cut Permit Bond to Zachary Carter in the amount of $437.50, and refunded a Swale Bond to Daniel Higley in the amount of $1,875.00. The council also ratified the mayor9s Sept. 6, 2024 signature on an Airport Improvement Program (AIP #3-16-0030-010-2024) that updates the airport master plan study, and approved a business license for Shane Selley of Selley Contracting LLC.
Mayor Dan Keller reported this was the final council meeting of the 2023-2024 fiscal year, said all departments are within budget, and gave a status update on the wastewater treatment plant: approximately 53% in expenditures and 58% toward completion, with scheduled completion in December 2025.
Council also unanimously approved a proclamation designating October 2024 as National Long-Term Care Residents' Rights Month and authorized Mayor Keller to sign it.
The council later entered executive session to discuss personnel and possible litigation under Idaho Code 74-206, then returned and adjourned at 6:43 P.M.
