Austin City Council approves routine resolutions including $1.44M sanitary sewer lining contract

The Austin City Council on July 20 approved a slate of routine resolutions and one construction contract in unanimous votes.

Among the actions, council awarded the 2026 sanitary sewer lining project to In Situform Technologies USA as the low bidder at $1,443,068.29. City engineering described the work as cured‑in‑place pipe lining — inserting and curing a sleeve inside aging clay sewers to eliminate leaking joints — and said construction will run through a corridor in the southwest part of town near the fairgrounds. Staff warned of bypass pumping during work and a temporary odor while resin cures; crews will access lines through manholes to minimize road cutting.

Other unanimous approvals included adoption of the meeting agenda and minutes, approval of two tax‑statement requests for HRA duplexes on 24th Avenue NW, City Hall security system upgrades, renewal of the long‑standing school resource officer agreement to fund two SROs, an update to the city's data practices policy, an extension of a conditional purchase agreement with Austin Utilities for a water tower, an off‑sale gambling permit for the Fraternal Order of the Eagles during fair week, and two authorizations allowing Planning and Zoning to contract for removal of junk or stored vehicles at 607 6th Street NW and 711 12th Ave SW.

The sewer lining contract was presented by City Engineer Steven Lang, who also recommended awarding to the low bidder and answered council questions about access, timeline and potential service disruptions. Council approved the contract by a recorded voice vote of 6‑0.

The council adjourned to a brief work session after the regular meeting.
