Gunstock Acres commissioners approve refund to overbilled property, pause paving payment pending probe

Gunstock Acres Village Water District commissioners agreed June 16 to reimburse a Gilford property owner after officials determined the household had been wrongly billed for water availability charges despite having a private well.
Pam and Roger Fink of 24 Overlook Ridge told the board they had paid both a precinct tax and an annual water-availability fee for service they do not receive. Commissioner Richard Haidul said the matter was first raised in 2023 and had not been fully corrected. The commissioners directed staff to abate the billing record for 24 Overlook Ridge and refund the overpayments; the motion to abate and refund was recorded as passed 4-0.
The Finks also raised concerns about the quality of recent road patching after a leak, saying temporary repairs contributed to winter icing. In response, Commissioner Lou Combe moved to withhold the outstanding balance owed to the paving contractor Good NU Dirtworks until Commissioner Brian McCall completed an investigation into the repairs and related costs. Howard Epstein seconded the motion; the board approved it unanimously and appointed McCall to report his findings to Treasurer Todd Maddock.
The board’s actions formalize two steps requested by the public: correcting the billing for the Fink property and investigating contractor work and payment. Commissioners said the investigation will determine whether the paving vendor’s final invoice should be paid in full, partially, or subject to correction. The matter will be revisited after McCall reports back at a follow-up work session.
