Jennifer Casper raised concerns during public comment at the Feb. 9 Humboldt City Council meeting about an incident involving her son after the community's sweetheart dance. Casper said her experience left her with "a vote of no confidence" in the Humboldt Police Department's leadership and described expectations for a police investigation: "a police officer's job is to investigate, gather facts, gather evidence, then formalize conclusions that either lead to the laws being enforced, recognize that no laws were broken, and go from there."
Chief Shannon Moore responded that the department began working on the matter the Monday after the incident and that she was not at liberty to discuss specifics publicly. Moore told the council the case has been forwarded to the County Attorney and that the Humboldt Police Department has completed its internal investigation.
Councilmembers did not take formal action on the matter during the meeting. Casper's remarks were made during public comment; the mayor and council did not announce any additional investigatory steps or hearings at the meeting.
