Hoyt Council approves 2025 budget, votes to levy property tax above revenue-neutral rate

The Hoyt City Council voted to accept its 2025 budget and levy a property tax exceeding the revenue-neutral rate after a motion and subsequent roll-call vote. Council member Joe Romans moved to levy the tax and approve the budget; Larry Valdez seconded. City clerk Shawna Blackwood conducted a roll-call vote in which Leonard Allen, Larry Valdez, Debbie Dreasher, Becky McClane and Joe Romans each voted yes.
The decision follows council review of the proposed budget and a broader discussion about use of the Capital Improvement Reserve Fund for local projects, including a proposed sidewalk project and a private parking-lot repair request. Council members discussed funding options during the budget debate but made no change to the budget as presented.
The vote came during the Sept. 3 regular meeting, which President of the council Debbie Dreasher called to order at 7:02 p.m. Mayor Robert Bell was absent. The council had previously been provided the August 6, 2024 minutes, which were approved earlier in the meeting.
The council also scheduled related next steps: Garrett Nordstrom said a public hearing on the CDBG sidewalk application will be held Oct. 1, and council members discussed whether Capital Improvement funds could be applied to the sidewalk or other local projects. No further votes on those funding decisions were taken at the Sept. 3 meeting.
The meeting adjourned at 8:55 p.m.
