Humboldt council clears expanded City Square use for Middle of Everywhere Festival and approves multiple routine measures

The Humboldt City Council on May 11 approved expanded use of the City Square for the Middle of Everywhere Festival, a Labor Day weekend event organized by Damaris Kunkler.
Kunkler said the festival will include a cornhole tournament, live music and a car show on the grass, and reported that more than 244 attendees were not from Humboldt during the recent Big Kansas Road Trip event. She asked the council to allow roping off the square and to permit BYOB under the city lcohol policy used last year. Councilmember Lassman moved to approve the request; Councilmember Ames seconded and the motion carried unanimously.
The council also approved routine consent items presented as a package. The consent agenda included approval of the April 13 minutes; Warrant Ordinance No. 373 dated May 11, 2026, in the amount of $422,389.66; Warrant Ordinance No. 374 dated May 28, 2026, in the amount of $125,907.08; and Water Distribution Project #22-1372, including NPL Pay Request Number 7 for $290,651.83. Councilmember Crawford moved to approve the consent agenda, Councilmember McDaniel seconded, and the minutes record the motion as carried unanimously.
City Administrator Cole Herder recommended the city purchase memberships in the AirMed Care Network to cover emergency air ambulance costs at $75 per year per employee and to extend coverage to councilmembers and the mayor. Herder told the council that AirMed membership typically "waives air ambulance bills, which can range from $60,000 to $80,000." Councilmember McDaniel moved to add city employees, councilmembers and the mayor to the AirMed membership; Councilmember Francis seconded and the motion carried unanimously.
Herder also reported that the Humboldt Municipal Pool would open Monday, May 25, 2026, operate daily from 1:30 p.m. to 7:00 p.m., and close on Wednesday, Aug. 12, 2026. He said the city had hired two pool managers and 11 lifeguards and that training was scheduled for May 17. The council approved the pool rules as presented and accepted the ticket prices on a motion by McDaniel, seconded by Ames; the motion carried unanimously.
The governing body recessed into a closed executive session at 7:13 p.m. to discuss trade secrets and resumed regular session at 7:28 p.m.; no action was reported following the executive session. The meeting adjourned at 7:43 p.m.
