Sweetwater County commissioners approve grants, leases, appointments and contracts in unanimous votes
Summary

The Sweetwater County Board of County Commissioners approved multiple resolutions, contracts, appointments and grant-related actions at the July 21 meeting. All recorded votes were unanimous.
Key approvals and authorizations:
- Consent agenda: the board approved minutes, vouchers, bonds, monthly reports and abatements/rebates as presented.
- Board appointment: reappointed Mike Budleman to a three-year term on the Eden Valley Solid Waste Disposal District board; motion passed unanimously.
- Victims-of-crime grant: County grants manager Christina Marshall said the county was awarded $104,093 in federal and state funding from the Wyoming Division of Victim Services to support services to crime victims. The total budget for two part-time victim-witness coordinator positions (including software) is $132,266; the county’s overage is $28,173 (about 21%), already included in the FY27 grant-projects budget. The board accepted the contract unanimously.
- CMAC grant application: Marshall and Public Works Director Gene Legurski requested permission to submit a FY27 Congestion Mitigation and Air Quality grant application for $400,000 to apply magnesium chloride dust suppressant to county roads. The project requires a 20% county cash match ($100,000) for a total project budget of $500,000 and must be completed by Dec. 31, 2029. The application was authorized without objection.
- Elevator change order: Legurski described Change Order No. 1 for the Green River Courthouse elevator modernization as "time only" because of vendor scheduling and procurement timelines; the board approved the change order and authorized the chair to sign.
- Real property lease: the board authorized the chair to sign Lease No. 8-09831 between Sweetwater County and the State of Wyoming Department of Administration and Information/General Services Division to move WIC into renovated county space; the two-year lease was approved.
- Summary plan amendment (auto excess coverage): HR Director Gary McLean presented clarifying language for automobile-related coverage in the county summary plan description (effective Jan. 1, 2026) to ensure auto policies are primary for vehicle-collision medical claims; the amendment and authorization to sign were approved unanimously.
- Treatment Court funding contract: McLean said the biennium contract with the Wyoming Judicial Branch provides $439,669 for the treatment court over the biennium (amounts split across two years). He said the program currently serves about 40 participants and may pursue supplemental funding; the board authorized acceptance and signature.
Commissioners thanked staff for preparing the items. Where budget matches or county overages were discussed (victim-services and CMAC match) staff said those amounts were included in the FY27 budget. Several items were described as routine or time-only and required signatures to finalize the agreements.
