Developer’s representative defends driveway orientation and cash‑in‑lieu park proposal; petition sent to Plan Commission

The Bartlett Planning & Zoning committee discussed a subdivision petition on July 21 where staff recommended orienting homes north–south to match adjoining lots and the park district preferred a cash donation instead of accepting a park site.

Vince Rosenova, representing the petitioner (named in the record as “MI Holmes of Chicago”), said the developer has collaborated with village staff over the last six months and wants to keep three model homes facing the boulevard because the front facades provide a better first impression for the Copperleaf community. He said the petitioner will provide a cash donation in lieu of a park site and proposed managing the space as a homeowners‑association passive open area.

Staff and trustees raised concerns about driveway placement, sight lines and snow‑stacking at the subdivision entrance. A resident and multiple trustees asked whether driveways could be flipped or moved south to avoid backing directly into the main entrance; Rosenova said the petitioner’s traffic engineer has begun to evaluate sight lines and that the petitioner will return with exhibits showing where snow would be stacked and with additional sight‑line and traffic analysis.

Chairman Hopkins said the committee would send the petition to Planning & Zoning for further review and a public hearing; Rosenova said the petitioner anticipates a Plan Commission date of Sept. 3. No final approvals were made at the committee meeting.
