Woodbury led council members and staff through a facilitated discussion of community issues, the organization's operational needs and a prioritization exercise intended to shape a draft 2025–2029 Strategic Plan. The retreat record shows the group worked toward establishing the draft plan; the minutes do not record votes on the plan itself, only that the facilitator led the process.
The retreat concluded at 4:30 p.m., when Clare Moore moved to adjourn and Michael Wallace seconded; the motion carried 4-0. The minutes list those present for the reconvened session and note Council member Brad Unruh was absent from the Nov. 6 meeting.
