Hesston council approves parks funding, wastewater controls and easement; schedules retreat

Clare Moore moved to accept the utility easement dedication for West Embers II; Larry Fuqua seconded and the motion carried 4-0. The council then approved a $168,583 allocation for Phase 1 of the Parks Improvement Plan to purchase play structures for the N. King Park play area after Moore moved and Michael Wallace seconded; that motion carried 4-0. Brad Unruh moved to approve a $26,000 proposal from Kansas Electric to install two variable-frequency drive (VFD) control panels at the wastewater treatment plant; Larry Fuqua seconded and the motion carried 4-0.
During the constituency comment period, Hesston resident and business owner Susan Hastings reported vehicles speeding on the 300 block of S. Weaver Street and drivers running the stop sign at E. Academy Street and S. Weaver Street. The council asked Police Chief Eilert to look into the complaint.
Procedurally, the council entered a 30-minute executive session at 6:56 p.m. under K.S.A. 75-4319(b)(1) to discuss non-elected personnel and resumed the open meeting at 7:26 p.m. with no binding action taken. At 7:26 p.m. the body recessed to reconvene at 8:00 a.m. Nov. 6 at the Grand Central Hotel in Cottonwood Falls for an off-site strategic planning retreat.
All recorded motions taken Oct. 14 were approved by 4-0 votes as noted in the meeting record. The council did not identify any follow-up deadlines for the actions recorded in the minutes.
