Hoyt council approves budget transfers, employee bonuses and traffic-ticket resolution

The Hoyt City Council on Dec. 3 approved several fiscal moves and personnel payments during a regularly scheduled meeting.
Council adopted Resolution 2024-7, a measure limiting amendments to traffic tickets and restricting applicability of diversion agreements. The resolution was presented by the city attorney and adopted after a motion by Councilmember Debbie Dreasher and a second from Councilmember Leonard Allen (motion carried). The resolution was identified in the meeting as “Resolution 2024-7.”
The council approved two reserve transfers recommended by the city accountant and presented by City Clerk Shawna Blackwood: transfers of $12,824 from the General Fund to the Municipal Equipment Reserve Fund and $12,824 from the General Fund to the Capital Improvement Reserve Fund. Leonard Allen moved the transfers; Debbie Dreasher seconded and the motion carried.
Council also authorized a resolution to transfer up to $80,000 from the sewer fund to the sewer reserve fund. That motion was made by Dreasher, seconded by Larry Valdez and carried.
On personnel matters, Council approved Christmas bonuses: $250 each for Kenny Bryan and City Clerk Shawna Blackwood, and $100 each for the police officers, the chief of police and the animal control officer. The motion to approve bonuses was made by Dreasher and seconded by Allen.
The meeting record shows routine procedural approvals: the Nov. 5 minutes were approved with corrections (mover Becky McClane, seconder Debbie Dreasher), the council voted to pay bills (mover Leonard Allen, seconder Becky McClane) and adjourned at 8:18 p.m. (mover Leonard Allen, seconder Debbie Dreasher).
