PHM board reviews replacement policy on personal communication devices; first reading only

The Penn-Harris-Madison Board received a first reading of revisions to the board bylaws and a new replacement policy (51.36) governing Personal Communication Devices (PCDs). Board attorney John Rogers summarized changes to the definition section (policy 100) and the replacement policy, which clarifies that PCDs (including phones, smartwatches and smart glasses) are powered off and stored during the instructional day, with exceptions for medical documentation, IEP/504 accommodations or emergencies.
Rogers said PHM's approach aligns with recent legislative updates and that students may use PCDs outside instructional hours, at school-sponsored activities when approved by a sponsor, and on school transportation. The item was presented as first reading; the administration said further policy updates are forthcoming and that the board will take formal action at its Aug. 10 meeting.
Board attorney and committee process
Dr. Short said the board policy committee (including the board attorney and named board members) reviewed the revisions and that the board now has a pre-adoption format to consider. Rogers responded to clarifying questions and offered to take additional input before the final reading.
