Harrison City Council approves contractor payment, reamortizes USDA LID loan and schedules Stonegate review

The Harrison City Council met Nov. 14 at the Harrison Senior Center and approved a series of routine and financial actions, including paying a contractor, adopting an authorizing resolution for a grant and loan, and voting to reamortize a 1998 USDA LID loan.
Council member Will Butler moved to approve the consent calendar, which included payment of October bills and the Oct. 10 meeting minutes; Council President Josephine Prophet seconded and the motion passed on a recorded unanimous vote. The council then approved an application for payment from Accelerated Construction & Exc LLC after Will Butler moved and Charlie Shutt seconded the motion; that vote was unanimous as recorded.
Under Old Business, the council considered the 1998 USDA LID assessment and voted to reamortize the outstanding USDA LID loan. Will Butler moved to reamortize the loan and John Gray seconded; the council approved the motion unanimously. Mayor Wanda Irish recused herself from that discussion and turned the meeting over to Council President Josephine Prophet for the item.
The council also approved an authorizing resolution for a grant and loan. John Gray moved to approve the resolution; Will Butler seconded and the measure passed on a unanimous recorded vote. The agenda materials noted further details of the grant and loan in council packets.
Council President Josephine Prophet said materials for the Stonegate Development Agreement Phase II are included in member packets and suggested a special meeting to review the accompanying documents; the council scheduled that special meeting for Nov. 21, 2024, at the Harrison Senior Center.
In her report, Mayor Wanda Irish said the city’s 2022 audit has been completed and that bound copies will arrive next week; she added that 2023 documents are ready for the auditors. The meeting listed staff and contracted representatives (HMH Engineering’s Jesse Herndon; City Attorney Terrun Zoleman; Public Works Josh Burg; City Clerk Miriah Pfeiffer; Treasurer Mary Riberich), noting those with and without reports.
Later in the evening the council entered executive session at 7:07 PM under Idaho Code 74-206(1)(b) to consider personnel matters and 74-206(1)(f) to consult with legal counsel on pending or imminent litigation. The council exited executive session at 9:10 PM and then adjourned. The minutes do not record substantive details from the closed session.
