DEQ readies environmental determination for wastewater plan; Enders building needs $30,000 asbestos remediation under Brownfield grant

City Engineer Alan Skinner told the council on Jan. 7 that the Idaho Department of Environmental Quality is prepared to proceed with an environmental determination tied to the city's wastewater planning study.
Skinner said the DEQ step requires a 14‑day public comment period and a public meeting with required documentation (minutes, sign-in sheets) before the environmental determination is finalized. Consultant Foresgren will prepare the environmental scoping letter and support the city through the public-notice process.
Separately, council members discussed the Enders building project and its Brownfield Grant requirements. Councilman Mitchell J. Hart said the building requires asbestos remediation estimated at $30,000 to move Brownfield work forward. The council discussed funding strategies and next steps to complete remediation and proceed with redevelopment planning.
No formal votes were taken on either matter; staff were directed to proceed with required environmental documentation and to continue work on Brownfield remediation funding and timelines.
