The City Budget Office presented the midyear grants acceptance and supplemental budget briefings to the Finance, Native Communities and Tribal Governments Committee on July 21.
Budget Director Ali Panucci said the midyear grant-acceptance ordinance would accept roughly $44.9 million in external funds and appropriate about $38.4 million across departments for operating and capital purposes. "This bill accepts grants, service contracts, or donation funds from various agencies and organizations and authorize[s] the expenditure of specified grants," Panucci said, adding she would take questions rather than read each acceptance line by line.
Panucci also outlined the midyear supplemental ordinance, which adjusts appropriations across funds and increases general fund expenditures by about $94.5 million while assuming approximately $8.7 million in new revenue. She said much of the supplemental reflects labor agreements and carry-forward amounts; the budget office reported a net general fund impact of about $500,000 once those adjustments are accounted for.
Councilmembers asked about World Cup (FIFA) reimbursement and overtime tracking; Panucci said final reconciliation was pending and would be included in an August reconciliation or the year-end supplemental. Committee members were invited to submit amendment concepts by the stated deadline (Friday at noon) and staff noted the bills were scheduled for further committee action on Aug. 4 and full council consideration on Aug. 11 if moved out of committee.
The July 21 briefing did not include committee votes on either ordinance. Staff identified highlights in the packet, including $5.2 million from the King County Parks Levy for Memorial Stadium redevelopment and FEMA-funded outreach for unreinforced masonry retrofit outreach.
