Mayor Wanda Irish told the council that Shelley Roberts of the Idaho Rural Water Association will conduct a rate study, and that the study will be funded by the Idaho Department of Environmental Quality (DEQ). Council member Joe Cornell moved to table the ordinance amendment and Josephine Prophet seconded; the motion carried 6-0.
Council members discussed the policy briefly before tabling the item to allow the rate study to provide data on potential cost impacts and options. The mayor also indicated that further action will await the results of that study.
Next steps: the city expects to receive the DEQ-funded rate study from Idaho Rural Water Association before resuming consideration of the code amendment; staff follow-up is planned to incorporate the study’s findings into future council discussion.
