Harrison City Council approves USDA reamortization, tables development and TAP items and rejects proposed city attorney appointment

Harrison — The Harrison City Council met Jan. 8, 2025, at the Harrison Senior Center and voted on multiple administrative and land-use items, approving a USDA reamortization agreement, tabling two agenda items for later consideration, and taking action on the city attorney position.
Council President Josephine Prophet moved to approve the Consent Calendar, which covered payment of bills for December 2024 and the Dec. 11, 2024 meeting minutes; Will Butler seconded. The motion passed with five ayes and one nay (Joe Cornell).
During a public hearing on the Stonegate Development Agreement Phase II, Mayor Wanda Irish recused herself and turned control of the meeting over to Council President Josephine Prophet. The council voted to table the Stonegate item and directed staff to set a specific future meeting date with the applicant. "The City will arrange a specific date with the Applicant," the minutes state.
The council also considered a Transportation Alternatives Program (TAP) grant item. The Public Works Committee reported concerns that overhead utility lines could obstruct the proposed project area. Debbie Lockart moved to table the TAP item; Josephine Prophet seconded and the motion passed unanimously. Mayor Irish directed the Public Works Committee to contact AVISTA about the overhead lines.
On a financial matter, the council approved a USDA reamortization agreement. Will Butler moved to approve the agreement and Josephine Prophet seconded. The vote was recorded as follows: Debbie Lockart AYE, Charlie Shutt AYE, John Gray AYE, Joe Cornell NAY, Josephine Prophet AYE, Will Butler AYE; the motion carried.
The council voted to unappoint Lake City Law as the city attorney after a motion by Josephine Prophet and a second from Will Butler. Votes recorded in the minutes show Debbie Lockart AYE, Charlie Shutt NAY, John Gray NAY, Joe Cornell AYE, Josephine Prophet AYE and Will Butler AYE; the unappointment carried. Later in the meeting Will Butler moved to appoint Vernon & Weeks as the city attorney, with Josephine Prophet seconding. That motion failed: Debbie Lockart AYE, Charlie Shutt NAY, John Gray NAY, Joe Cornell NAY, Josephine Prophet AYE, Will Butler NAY.
Mayor Wanda Irish reported that City Hall will be closed Jan. 20 in observance of Martin Luther King Jr. Day. Committee schedules were set: the Administration Committee will meet Jan. 22, 2025, and the Public Works Committee will meet the last Monday of each month. Department liaisons listed in the minutes include HMH Engineering (Jesse Herndon), City Attorney (Terrun Zolman), Public Works (Josh Burg), City Clerk (Miriah Pfeiffer) and Treasurer (Mary Riberich).
The meeting adjourned at 7:30 PM. Next procedural steps recorded in the minutes include arranging a hearing date with the Stonegate applicant and the Administration Committee drafting a newspaper advertisement for a permanent city attorney posting and reviewing Idaho and city code requirements for the advertisement.
