Hoyt council moves forward with CDBG sidewalk grant, approves assurances and admin contract

The Hoyt City Council on Oct. 14 opened and closed a public hearing on an application to the Kansas Department of Commerce for Small Cities Community Development Block Grant (CDBG) funds and approved two resolutions and an administrative contract to advance a sidewalk project.
Council member Debbie Dreasher moved to open the hearing; there were no public comments. Leonard Allen moved to approve Resolution 2024-5 certifying the city's legal authority to apply for the CDBG program and authorizing the mayor to sign and submit the application; Joe Romans seconded and the motion carried. The council then approved Resolution 2024-6, assuring the Department of Commerce that funds will be provided for ongoing operation and maintenance of sidewalk improvements financed with CDBG funds (motion by Joe Romans, seconded by Leonard Allen; motion carried).
Council also approved a contract with Western Consultants for administrative services to support the CDBG sidewalk project (motion by Joe Romans, seconded by Leonard Allen). During discussion Garrett Nordstrom of Governmental Assistance Services reviewed the grant timeline and the council noted it would use money from the Capital Improvement Reserve Fund to pay for the sidewalks if the grant is awarded.
The minutes record no public objections or questions during the CDBG hearing. Next steps are submission of the application to the Kansas Department of Commerce and, if awarded, administration of the sidewalk project under the terms assured in Resolution 2024-6.
