Hoyt council hires consultants for lead service-line loan application, schedules public hearing

The Hoyt City Council voted Sept. 16 to hire consultants to prepare materials for a Water Supply Loan Fund application to KDHE and set a public hearing on the application for Oct. 14, 2024 at 7 p.m.
Garrett Nordstrom of Governmental Assistance Services (GAS) told the council the application is due to KDHE by Oct. 15 and that the city must hold a public hearing on the loan application; he said the hearing for the loan could be combined with a Community Development Block Grant hearing for planned sidewalk improvements on the same evening. Kenny Bryan estimated the cost for lead service-line replacement at about $250,000 and said he believed that figure was lower than the amount in the city's preapplication to KDHE.
Council members were told the engineering firm that prepared the city's lead-service inventory could not complete the required preliminary engineering report by the KDHE deadline. Brian Foster of BG Consultants presented a contract to prepare that report. Joe Romans moved to hire BG Consultants to develop the preliminary engineering report for the city's distribution system at a cost of $7,500; Debbie Dreasher seconded and the motion carried (the transcript records "motion carried" but does not provide a roll-call vote tally).
Nordstrom also presented a contract for GAS to assist with preparing and submitting the KDHE loan application. The council initially approved GAS's contract as stated in the meeting; at the start of the next segment Nordstrom corrected the earlier figure and said GAS's fee for the application assistance is $8,500. Dreasher moved to amend her prior motion to reflect the $8,500 fee; Joe Romans seconded and the motion carried (vote tally not recorded in the transcript).
City staff were directed to publish notice of the Oct. 14 public hearing and to proceed with the consultant agreements and preliminary engineering work so the application can be completed by the Oct. 15 deadline.
The council adjourned at 7:55 p.m.
