Hoyt council adopts regional hazard mitigation plan, approves land conveyance to Swenson

The Hoyt City Council on Oct. 1 adopted Resolution 2024-3 to accept the Kansas Homeland Security Region K Hazard Mitigation Plan and approved a land conveyance to settle property-line issues near the liquor store and Elm Creek Beef.
The council approved the hazard mitigation plan after a motion by Council member Joe Romans, seconded by Larry Valdez; the motion carried. The resolution adopts the regional plan the city reviewed as part of cooperative preparedness and risk reduction efforts with neighboring jurisdictions.
Separately, the council discussed property lines involving the liquor store and Elm Creek Beef. Council member Romans said Swenson asked the city to survey the parcel and deed a portion of it to him. Romans moved that the city convey one-tenth of an acre to Swenson and pay for the survey; Larry Valdez seconded and the motion carried. The action is intended to resolve boundary questions raised by the affected properties.
City minutes do not record vote tallies beyond “motion carried.” The minutes also indicate the city attorney will review prior right-of-way agreements and draft other ordinance changes at a later meeting.
The council did not provide a timetable for completing the survey or recording the deed in the minutes. The measures approved at the meeting position Hoyt to proceed with implementing the regional mitigation plan and to resolve the immediate property-line dispute.
